The Laws of New York

The laws of New York’s Kindred are based largely on those of the Old Alliance; though Prince Kavinsky holds Praxis, she found little point in changing a system that had functioned admirably for over two centuries. Instead, she simply added two edicts of her own to the existing laws and added a singular exception to the enforcement of the Third Tradition, in keeping with the Order’s own precepts. A second set of Laws - The Edicts Perilous - were established a year after Kavinsky’s Praxis was formed, dealing with the relations between the city’s Kindred and the its other supernatural denizens.

The Kindred Laws of New York

Citizens of New York Shall Honor the Traditions.
- The protection and perpetuation of the Masquerade is the duty of all Citizens.
- No Citizen shall Embrace without the consent of the Prince or a unanimous vote of support by the Priscus Council. All Childer shall remain the responsibility of their Sire until they are released, at which point they shall receive all the privileges and legal protection of Citizenship. All Childer shall be granted citizenship no later than one decade after Embrace.
- No Citizen shall commit Amaranth upon another of the Kindred, save in the case of the subversion of that Kindred’s soul to outside powers. In this circumstance, the Amaranth shall be carried out as punishment by the Sworn of the Dying Light.

Citizens of New York Shall Honor the Freedoms of All Kindred

- No Citizen shall discriminate against their fellow Kindred on basis of mortal or immortal lineage, nor shall discrimination be practiced on the basis of sex.
- No Citizen shall be thrice-bound in the Blood without their given consent.
- All Citizens in good legal standing shall be entitled to personal sovereignty within their own Havens and Domains, and the right to protect the sovereignty of those Havens and Domains unto Torpor.
- All Citizens shall be entitled to the free practice of religion, both mortal and immortal. No Citizen may be compelled into worship against their free will.

Citizens of New York Shall Honor the Constitution of the Shadow Congress
- The Prince shall hold the right to the Final Destruction of all Citizens. This right may only be disputed by the unanimous vote of both the Primogen Council and the Priscus Council.
- The Prince shall hold absolute right to the enforcement of all Laws.
- The Prince shall declare new Laws only with the majority vote of all non-abstaining members of the Primogen Council.
- All Citizens shall have the right to hold public audience with both their Clan Priscus and Covenant Primogen with prior formal petition, at a date no later than one fortnight after the reception of this petition.


Citizens of New York Shall Not Engage in Organized Conflict With One Another

- No organized group of Citizens shall prosecute hostilities with any other group of Citizens. All organized disputes shall be settled by debate or by duel.
Citizens of New York Shall Not Engage in Diabolism, Nor the Practice of the Proscribed Mysteries
- No Citizen shall engage in pacts with otherworldly forces.
- No Citizen not of the Ordo Dracul shall possess knowledge of the Mysteries of the Dragon.
- No Citizen of the Ordo Dracul shall practice, nor propagate the knowledge, of the Proscribed Mysteries of the Shadow Heresy.


The Edicts Perilous


- Any Kindred choosing to maintain their Havens outside of Manhattan shall be wholly at the mercy of whatever perils shall claim dominance of that territory, and shall be subject to all Laws and Customs that such beings may choose to enforce.
Those so choosing to establish domains in this Periphery shall claim no protection of their assets or Requiems from the Praxis in the event of trespass against these Laws and Customs, or in conflict with said perilous beings.

- In accordance with the above, all non-Kindred beings of perilous nature shall be held to the Laws of Prince Kavinsky should they choose to lair within Manhattan.
Should any non-Kindred of perilous nature be found in violation of this Edict, they shall be exiled from Manhattan, on pain of death.

- Kindred of the Court shall not be subject to pursuit by vampire-hunters within Manhattan.
Organized groups of mortal ‘hunters’ shall be permitted to seek their non-Kindred prey without harassment, so long as they shall honor the Prince’s Laws and bring no danger to the Masquerade while in Manhattan’s borders. Mortal ‘hunters’ found in violation of these edicts within Manhattan’s borders shall be executed without mercy or warning.

- There shall be no Ghouls permitted within the Borough of Brooklyn.
No resident of Brooklyn shall be ghouled, and any ghoul held by Kindred of the Court shall be considered forfeit if permitted to enter the Borough.

- No Kindred of the Court shall enter Neponsit Beach Hospital within the Borough of Queens
Those who disregard this shall forfeit all protections of the Court.

Out of curiosity with this law in place, how does the court view Kindred participation in the crossover friendly goblin market? Are the hobs that go to make deals Ironside considered exceptions, because I would definitely consider any goblin to be an example of an otherworldly being. Also Beasts walk a fine line with that too since the Horrors they are bound to represent otherworldly forces by nature. I'm just curious if these are intended to be banned things so I don't run into trouble ic!

This Law is bound into the Ordo Dracul's laws and customs, and refers specifically to non-corporeal entities - demons, of course, but also Strix, Angels, and other such forces. The Praxis enjoys surprisingly good relations with the Traders' Courts, with various elements of the Voivode's Court having firmer ties - Mother Maggie has connections with the Court of Favors, for example, and the Court of Coins has a competitive but friendly rivalry with The Cult of Midas; it was the request of the B-Fez that Ghouls not enter Brooklyn that led to the drafting of the Edicts Perilous, and any dealing with Goblin Markets or other Fae elements falls under the tenets of 'if you get yourself in trouble outside Manhattan, it is on you to deal with it."

As for Beasts, their splintered and unsteady presence in the City That Never Sleeps means they are largely poorly-understood at best, but their predatory natures and Family Resemblance go a long way in keeping relations sanguine; only perhaps a handful of Kindred have any great understanding of the Children, and even fewer possess awareness of what a 'Horror' is.
